The holiday season is upon us already. It seems like just yesterday we were enjoying the dog days of summer. How time flies! I can hardly believe that nearly half my term as MdHIMA President is already over. And, in this short time, I am very proud of the many things the Board has accomplished thus far this year.
I am particularly proud of the outstanding work performed by our Release of Information (ROI) Task Force. The much anticipated revision to The Guide to the Disclosure of Health Information (last updated in 2001) was completed this month and is now available for purchase on the website as a download or a CD. This project was an enormous undertaking. The task force members worked with Attorney Tina DeFranco to review and revise the Guide to include all HIPAA privacy requirements and all current Maryland laws. The committee also obtained MHA’s endorsement of the manual. On behalf of the membership, I wish to express our appreciation to the members of the ROI Task Force for the MANY voluntary hours they dedicated to this project. Those members are: Angela Niparko, MBA, RHIA, CHP, Lori Brown, RHIA, CHC, Sharon Hendricks, RHIA and Brian Bennighoff, RHIA, CTR. Thank you so much for your detailed work and your dedication to this project!
Many other board members have been very busy this year. The delegates attended the AHIMA conference in Seattle this October. Several resolutions were passed at the House of Delegates (HOD) including a new credential in health data analytics, a bylaws amendment on certification governance and a privacy and security resolution. You can read more about the House of Delegates (HOD) activities later in this newsletter.
The HIM Program Directors are working more closely with the MdHIMA Board this year. One project that is “under construction” is the development of additional pages on our website to highlight the 6 health information programs in our state. The new pages will provide more details on their programs and also spotlight student activities and achievements. The website committee, chaired by Heather Olexa, RHIA is actively involved in this project and is hoping to unveil some of the new content in Spring 2009.
On the national scene, representatives from AHIMA and the American Hospital Association (AHA) met with Health and Human Services Secretary Michael O. Leavitt to encourage the prompt release of the ICD-10 final rule. AHIMA and AHA have both called for an implementation date of October 1, 2012, in their official comments on the ICD-10 proposed rule. Focus during the discussion with the secretary was the importance of health data and the ability of ICD-10 to provide more specific data for healthcare quality, patient safety, research, bio-surveillance, and healthcare decision-making. MdHIMA also sent a letter to Secretary Leavitt in support of ICD-10 implementation.

MdHIMA is proud to offer the latest version of A Guide to the Disclosure of Health Information. This current publication is a rewrite of the 2001 edition. With the assistance of an attorney, every chapter was reviewed and updated to include current Maryland statutes and regulations. In addition, this latest version provides a comprehensive resource that combines requirements of Maryland law with HIPAA Privacy requirements.

The House of Delegates convened at the Annual Convention in Seattle, Washington on October 12, 2008. The day began with breakout sessions for the six House of Delegate teams. Each team was charged with reviewing and discussing various action items.
The teams are as follows:

Volunteer and Leadership Development,

Best Practice Standards.
Following the morning breakout sessions, President Wendy Mangin welcomed all attendees and provided an overview of the day’s agenda. CEO Linda Kloss then presented the Executive Director’s Annual Report highlighting 2008 accomplishments (Passage of the Genetic Information Nondiscrimination Act, Notice of Proposed Rule to adopt ICD-10, new HL7 draft standards and many more). Key highlights include AHIMA accomplishments, FORE strategic framework, e-HIM accomplishments, AHIMA and FORE finances.
Each Delegate participated in at least two afternoon breakout sessions. Bolded areas were discussed in preparation for voting as well as action items for the future of HIM. These were as follows:

Following the afternoon breakout sessions the entire delegation reconvened. First order of business was the adoption of the Credentials Committee Report followed by the adoption of the 2008 Standing Rules of the House and 2008 Meeting agenda. All were approved. President Wendy Mangin then announced the results of the 2009 Nominating Committee. They were as follows:

Action items were then presented for voting. Results were as follows:
Proposed Credential in Health Data Analytics - passed as written. Refer to the AHIMA website for more information on this credential.
Proposed Bylaw Amendments on Certification Governance/3rd Party Accreditation – passed as written. This amendment transfers essential elements of certification from the HOD to the Council on Certification as a means of demonstrating autonomy in decision-making and protection from undue influence with respect to essential certification elements.
Proposed Privacy and Security Resolution - passed with amendment. This resolution is geared toward HIM’s role in enhancing education within healthcare on protecting patient privacy. Resolution was amended to include auditing and monitoring of high-profile patients.

Save the Date! MdHIMA’s biggest event of the year, the Annual Meeting, is being planned for May 7 & 8, 2009 at the Baltimore Convention Center. This year’s theme is “HIM – It Takes a Team.” Chairs for the event are: Angela Niparko, MBA, RHIA, CHP, Sinai Hospital, Monna Nabors, RHIA, MBA, Erickson Retirement Communities and Lori Brown, RHIA, CHC, Sinai Hospital. The committee is busy confirming topics and speakers. General educational tracks as well as data quality tracks are being planned. Look for more information including online registration in early 2009. If you are interested in speaking at this event, please submit your information to the Speaker’s Bureau.

The Fundraising Committee is gearing up for the 2009 Silent Auction to be held during the MdHIMA Annual Meeting in May. The proceeds of the auction benefit students in Maryland who are pursuing HIM careers. We are seeking donations from our membership to make this the most successful auction to date! Many wonderful donations have been received in the past including items such as jewelry, tickets to museums or sporting events, gift baskets and gifts certificates, just to name a few. Other suggestions include a free week or weekend at a beach house, ski lodge or even a bed and breakfast. Please know that ALL donations are welcomed and appreciated. Members wishing to make any type of donation are encouraged to contact the following Silent Auction Committee Members:
